With the Ghost’s Tutorial Index years outdated, Halomaps not even bothering to organize their tutorials, and nothing else out there; CE3 has created the Halo CE Tutorial Index.
This allows people to submit new tutorials to be indexed and lets people report on dead links. Not only that but even the date for the tutorial is included and organized (with newest at the top). It’s still a big work in progress but feel free to submit anything!
